EZ LIMO "Charge" LED

Does the “Charge LED” on the driver mean that the backup battery needs charging, or that it is fully charged?

Neither. The Charge LED is not for the battery, but rather indicates that the on-board capacitor is charged up and can potentially cause a shock. Even if incoming power has been turned off, use caution to not touch any of the power terminals until the capacitor is discharged, as indicated by the LED being off.
