Neither. The Charge LED is not for the battery, but rather indicates that the on-board capacitor is charged up and can potentially cause a shock. Even if incoming power has been turned off, use caution to not touch any of the power terminals until the capacitor is discharged, as indicated by the LED...

No, it does not. The inrush current can be as high as 10x the rated current. Make sure to size a slow blow fuse accordingly

The motor is rated for 110/115 VAC ±10%. So, 110V x 0.9 = 99VAC would be the lowest voltage for the motor.
